I actually played like an hour of that on my friend's PS2 once. It's a sim where you design the hospital and run it until you reach a certain goal, then level up (and starting from scratch). Each new level earns you new diseases, new specialties and larger hospitals to run.
It's got a very dark sense of humor--if you get the "right" receptionist, she will all but call patients cheap bastards, but in a pleasant way.
It's definitely not a popular game, but despite it's very limited amount of playtime, it still makes me laugh whenever I pop it in.
Theme Hospital was, and still is, my favourite SIM gameFantastic game...
