Why does it need to accomplish anything?
Not telling her she can't talk is the default state of things. There doesn't need to be a good reason for the government to NOT start interfering.

I like for things to have a purpose I guess. And if the government did not tell her that she needed to remain silent, then there are some problems with this, but from what I heard she knew about it.
