Mind you, the continuing resolution they refused to vote for would have expired before the policy they claimed they were pushing to extend. The goal was a couple of critical elections in Virginia, the state with I believe the highest density of federal workers, nearly all of whom vote straight Democrat, in an off year election where turnout is low and a single highly motivated group can have a big impact.It's as simple as that the Democrats wanted a policy extended and used negotiation and leverage available to them, which is just how things normally work.
