Compared to what Russia, and Israel have done and are still doing or even George W Bush did in the Iraq War I would say it meets the moral threshold and then some. Plus Maduro did rig the election, people are starving in one of the most the most resource rich countries in the world. The next US president even if they are a democrat is bounded to do sanctions at a bare minimum but those don't work. They are basically good at reducing a countrie's short term economic power but poor for regime chance, and they are a form of collective punishment. Which only should work if they collective are really against the US. China would be a example of a good reason(If they invade Taiwan) to do collective punishment since the regime is popular in my opinion Iran and Venezuela need sanctions that target say weapons shipments but not ones that target the population as a whole since both governments are highly unpopular.That is a pretty low bar for a good attack on another country.
