Demoman has no short range weapon.
Pyro is useless at long range and a prime target for the Spy.
Heavy is only useful with backup.
Medic is very useful, as is Spy, Soldier.
Scout is OP against a small server, but loses to large servers.
Engie is good all round but suffers heavily to a good spy or a rotten team.
The only thing a Sniper can't do well is self-defence or capture, and with that range, who needs to?
As for upgrades, Backburner/Flare Gun/Axtinguisher are situational only.
Bonk!, Force of Nature and Slugger are great tools that really enhance.
Sasha is only good on defence, Sandvich is essential and KGB is automatic.
Blutsauger and the Ubersaw are must haves, Blitzkrieg is situational.
So, rating them in terms of strength I'd say Soldier, Spy, Demoman, Scout, Sniper, Medic, Engineer, Heavy, Pyro.
