I think it's there for two reasons.
The first is what you've already described. So no need to elaborate.
The other, I believe, is to hide how bad the clips actually look. Now people, don't rage on me. Just bare with me.
First, it seems as though EA is showcasing the console (360) build of the game in all it's ads. Why they're doing this is beyond me as the PC build looks infinitely better. Consider the Gamestop commercial that's been running. It shows three different players playing on Caspian Border with a golf announcer talking over the action. The clips look terrible. Blurry textures. Bad draw in. Limited particle effects. Etc, etc. This is because the clips in the Gamestop ad are taken from the 360 version as well.
Second, as good as the Frostbyte 2 engine looks, it does NOT translate those visuals well to standard definition. And, seeing as most viewers aren't going to see these commercials in HD a majority of the time, anything they can do to hide the bad look while also making it look "gritty" they're going to do it. In this case, it's the "static" everywhere.
