Lithuania, if I had to guess. Canada is probably more likely than most people think. I'm not saying they WILL, but there are tons of smaller countries that are more likely to stop existing than to be able to start a world war.

Compared to how many who actually live in Luxembourg they got the biggest army in the world! I thought there only were about 1000-2000 living there. Yeah, I'm exaggerating, but you do have a point.

Norway is a good candidate since well, we're ruled by pussies. We have a strong wish to solve conflicts rather than bombing someone.
Switzerland is also known to be quite neutral. I also think Germany wont be one to start a war since they've already lost 2 world wars already. Greece can't scratch together enough money to start a war for a while I'd say.

Well I recon Australia would have to be in at least the top ten countries to not start shit, we just couldn't be arsed.
(that been said we have still managed to become embroiled in nearly every major conflict of the last 100 years, weird eh?)

EDIT- Oh and one question that kinda always had me wondering in history what the hell was the plan in world war 1 when our troops tried to invade Turkey?!
