not technically true. They have a self defense force that includes the forth best navy in the world right after the brits and the US coast guard. And Japan is not as passifist as you would think, they were one of the few countries the joined in the War in Iraq, though that move did lead to the first major shift in power in Japan's government since McArthur allowed them to start voting again.
