Great Britain and Greece are to busy torching their own country atm to declare WW III
Ireland doesn't even have enough money to start one.
Belgium needs a real government to declare war.
Luxemburg is far to small to start invading other countries.
Germany doesn't really believe in third time is a charm.
The Netherlands is far to busy cleaning house to be bother with anything outside.
Sweden is to busy trying to nail the founder of wiki leaks.

And yes I read your postscript but you should either rephrase the quaestion with more thought or, qualify it by making the qustion "Which geopolitical/socio-economic group".

By that understanding, an alliance of human rights organisations are more likely to start a war than the International Monetary Fund. More to gain, more idealism, etc etc.

Also, why is Canada less likely to start a war than North Korea or Iran?
