Satan isnt a villain in Paradise Lost.
If you interpreted it that way, i think you missed the point of the story.
Not to be rude, but he tries to get Adam and Eve banished from the Garden of Eden, taking away their eternal happiness. That counts him as a villain in my book. That a character is the protagonist doesn't mean he's not a villain. Yes, Milton makes him cool but that's just so that he'll be a very real threat instead of a ridiculous comical character. Also, something I've seen mentioned in several articles about the book is how pepple thought his coolness was a sign that Milton agreed with him even though, like I said, he's just a character you can take seriously as a threat.

Darth Vader, Emperor Pilaf and Adrian Veidt would be my favourites.

EDIT: ONE MORE! How could I forget Brain! From Pinky and the Brain! Such an awesome villain as we all want him to succeed! But he never quite gets there...

The Joker from The Dark Knight. My god the acting was great and so believable, and he is one of the few villains that seemed real. Rest in peace Heath Ledger

Nice to know someone here watches some NC.

Well for me it would have to be a cross from Albert Wesker and possibly The Master from Dr Who since both of them are evil masterminds.

TV show/movie: Ari Haswari (NCIS season 1 and 2) He is one scary bastard. Nuff said.

Video Game: King Bohan (Heavenly Sword)
Andy Serkis Is just incredible as Bohan. Also he tries to "pick up" Nariko before the final battle, gotta admire his confidence.

Book: bit of an obscure one here... The Herders and The Council (Obernewtyn series) Crazy post-apocalyptic religious cult with mind powers. What's not to like?

Richard III, from Shakespeare's... ummm, Richard III. Or Iago from Othello. The Bard knew him some villainy.
Well done that man, although I think Richard's best lines are in Henry VI

"Why, I can smile, and murder while I smile,
And cry, 'Content,' to that which grieves my heart,
And wet my cheeks with artificial tears,
And frame my face to all occasions.
I'll drown more sailors than the mermaid shall;
I'll slay more gazers than the basilisk;
I'll play the orator as well as Nestor,
Deceive more slily than Ulysses could,
And, like a Sinon, take another Troy.
I can add colours to the chameleon,
Change shapes with Proteus for advantages,
And set the murd'rous Machiavel to school.
Can I do this, and cannot get a crown?
Tut! were it further off, I'll pluck it down."

From a game, could it be any other than Shodan? Of course not.

From cinema, while I quite like McKellen's fascist Richard III, I have to go with Don Logan from Sexy Beast. An unstoppable force of nature.

Well Kane from C&C series. Charismatic, intelligent bad-ass with a attitude to match. Also he refuses to die.

Well,I have quite the list.

Web Animation

-The Auditor (Madness Combat) He's smart. He's powerful. He's the ultimate bad guy.

-The Meta (Red vs. Blue) Again, intelligent. Powerful. Watching it at work is VERY satisfying (especially during Monty Oum's animated sequences). And...I enjoy it's thought process.

-Agent Washington (Red vs. Blue) He's pretty much the opposite of the other two. He's perfectly normal,if a bit unhinged. Also induces laserface.

Books

-Opal Koboi (Every other Artemis Fowl book) She's smart, she's insane, she has NO concept of mercy or remorse. If she got past her God Complex, she'd be unstoppable.

-Artemis Fowl II (The first Artemis Fowl book) He's a genius, and had the perfect plan. If Juliet kept her shades on,and didn't drop the radio, the plan would have gone off without a hitch.

-Paul Grayson (Mass Effect Ascention) He's a terrorist, murderer, drug addict. And loving father to a young autistic girl. Seriously,I felt for the guy.

Games

-You. Yes,you! (Dungeon Keeper) Yes,you're the bad guy in Dungeon Keeper. Any questions?

-Kane (Command & Concuer Tiberium series) He has a plan for EVERYTHING. Nothing is a setback;every victory, loss, and disaster is another step forward for this man, somehow. Also, apparently,he's the Biblical Cain. Trippy.

-Lloyd (The Legend of Dragoon) He's a member of a supposedly extinct race, and is a very talented swordsman. He is very fast, and is always a step and a half ahead of you. Why is he a bad guy? He wants to help improve the planet.

Film

-Korso (Titan A.E.) The man has a cool ship,an awesome crew...And he pulled the wool over everyone's eyes for most of the movie. Then he had an awesome moment.

-Preed (Titan A.E.) Same deal as Korso, but he lacks any sort of concience. Makes him an amusing guy,actually...

-Daemon (ReBoot:Daemon Rising) She is the ultimate virus. She had successfuly brainwashed every program in online system on Earth, except Bob and Hexidecimal. Her plan ULTIMATELY SUCCEEDED. Then the HexVaccine hit.

TV

-Blokk (Shadow Raiders/War Planets) He's completely indestructible by conventional means. He literaly has the touch of death. Usualy,he's a complete idiot who preffers brute force. Unless you piss him off. Then he becomes very intelligent. And nearly succeeds in killing off every major character. On his own. Plus, his accent is awesome.

-Megabyte (ReBoot) Smart, strong, head of a massive viral empire in Mainframe...He's pretty good. But Bob's better.

-Newton's Laws (MythBusters) Any questions?

I always find this question interesting because they say that a story is defined by it's villain. Most of my favorite movies and games have had some incredible villains.

If I had to chose a favorite it would probably be Fontaine. There's something very disturbing about a villain that can be so insanely deceptive, that they KNOW the difference between good and evil and they just flat-out choose evil.

Honorable Mentions:
T-1000
Heath Ledger's Joker
Glados
Juror #3 (Only on my fourth viewing was I about to get through 12 Angry men without crying at the end due to this tragic character)
Warden Norton (He's a great villain for the same reason Fontaine is)
Hannabal Lectar
Kefka (dat laugh)
Giygas (you cannot grasp the true form of its attack)

I also love stories in which the protagonist is the "villain". I can think of three games like this but I would ruin the spoilers if I listed them.

Umbridge from Harry Potter.

Hey, I may get some flak for this, but Umbridge was written so well that I actually developed a truly deep-seeded hatred for her. When she appears onscreen in the movie adaptations I just sit there and grit my teeth. Grrrrrr. It is made evident, not just through stories, but actual actions that you witness her doing that make you hate her. I agree that Loghain (DAo) is an excellent villan and Bioware(ofcourse) writes him excellently, but a lot of the major dicky stuff he does happens off screen. For umbridge, you're there for all of it. And that gets to you.
I would restrict it to the Umbridge from the books. Movie Umbridge isn't really all that evil, just kind of irritating. Without reading the books I don't think people would find her to be the evil cruel ***** that the was created to be.

Book Umbridge is pretty damn horrible though, she gets one of my votes, not just for her role in Order of the Phoenix but also in Deathly Hallows where she reaches her full evil potential. I hated her more after finishing her part in Deathly Hallows than I did after Order of the Phoenix.
I personally choose, in general, to hold the movies and books on the same level. The books (in my opinion) did everything the best, for sure. The acting was so well done in the movies and they were so beautifully adapted that I honestly can't hold them BELOW the original material per se.

Point is, I still hate movie umbridge hahaha

thats a tough choice, since the villains are always the most cool and badass characters
But i go with Randall Flag. For his Evil is subtle but pure, he is witty and wears a smiley-button.

Sorry, but the serpent is never outright named as Satan, it is just a serpent. Anyone who names it as Satan is going outside of scripture to get that idea.

Also, I cannot take Lucifer seriously as a villain when he has absolutely no power, other than what God explicitly commands him to do.

Lucifer has no power because he is merely a tool of god.
It might not have any support in scripture, but, well, in Paradise Lost it says he does, and that's the work I was talking about.
