Not sure if it's because the game sucked or the people never bothered to do their research, but the rail rifle and the plasma weapons from Fire Warrior. Takes multiple shots to bring down the weak enemies.
THe gawd awful attempt at all guns of the 40k variaty in Fire Warrior, the Tau are supposed to be badass marksmen and not use the gunworld equivelent of a pixie stick.
.32 Pistol in Fallout 3: I didn't really care one way or the other about my 10mm ammunition, but .32 was a ***** to find and was very good in the rifles it worked in. The BB gun is just for laughs, really.
The Halo nerfed pistols are understandable: in Halo CE that things was a fiend. It was all-purpose high ammo capacity death. It's still useful in 2 with a plasma pistol, but in 3 it's been properly relegated to, well, a sidearm.

Really? As soon as I got out of the vault, I went the wrong way and killed a bunch of raiders with sneak attack crits with it. Man, I love the BB gun! I agree that the .35 and Chinese Pistols from Fallout 3 are downright horrible weapons. Once I discovered Fusion Batteries and conductors, I didn't even pick those crappy weapons up to sell!
I also thought the Red Rust from Symphony of the Night was rather terrible. Will you swing the sword, or will you just freeze up mid-swing? NOBODY KNOWS!!! Well, can you at least hold a shield while you use it? HELLZ NO!!

But I have to say worst is fists in the elder scrolls games. Yeah, you can punch stuff and pretend to be all Mr. Kung Fu, but seriously... what's the point of punching stuff when you can grab a knife, sword, axe, mace, spell....
552, M9, 9mm pistol, M11, 12 gauge pump, and basically any exclusive terrorist weapon in Socom II. If you've played that game, you'd know that there are a few very good weapons, a few average weapons, and then a whole load of shitty ones. Inaccurate, weak, and slow.
In MGS4, the race gun. Ammo was incredibly expensive, the gun was horrible inaccurate, and it took a clip to kill someone if you hit basically every shot.
Speaking of nerfed pistols, the pistol in FEAR 2 was pretty bad as well. In the first fear, you could dual wield them and take out a room full of enemies or snipe from afar. In the new one, the damage isn't that bad, but it's useless in comparison to the rest of the weapons in the game.
The sapper in the original resistance was amazing for killing leapers/rollers, but was useless for anything else. Bellock online in Res 2 was trash as well.
Can't think of anything outstandingly horrid though, other than the oft mentioned Chinese pistol.
