I may have already posted in this thread, but i just recently ran into an ancient dragon (im level 35) and i have to say, i didn't stand a chance, i was killed in less than 2 seconds while i was healing, so i guess this is the toughest for me.

The toughest one so far for me would boil down to two:

The battle alongside the Grey-Manes against the Thalmor at Northwatch Keep, while I was at a very fledgeling level. I actually had to load an earlier save game and re-try it because, while we won the initial battle with two casualties, it became nigh impossible to continue deeper into the keep with just me and Avulstein, so I had to re-fight it several times to keep the other two alive as long as possible. In the end, we came out alright with only one casualty.

The other was one I just fought this morning. I am level 21 now, so obviously much stronger and experienced than I was before, but anyways it was Lydia and I against two giants, as part of a Whiterun bounty from the Jarl's steward. Since we don't use magic or archery, it was quite a struggle. Fortunately, being a Redguard, the adrenaline power really helped me alot as the shield-bash was more or less essential for me to not get one-hit killed by the giants. Well, we came out alright and got 100 gold pieces from the steward... 100 gold pieces? I got more than that from just looting one of the giants corpses. Gah.

The Moroki Dragonpriest fight was the most difficult I've been in (was lvl 13-14 at the time, with 140-160 health, I forget exactly). I'd just hide from him until I had full mana, then activate Slow Time shout and hit him with a few spells, then go back into hiding before time resumed it's normal speed. I could only survive one hit from him, with a sliver of health left. IIRC he killed me 3 times before I found a strategy that worked. The first time I just went in blasting and chugging potions (eventually ran out of potions and died), then I tried staying at long range and dodging (lightning is too fast to dodge reliably), then I tried stunning him with Unrelenting Force (it didn't last long enough and I got blasted to cinders before reaching a safe location).

Probably Morokei in the Academy Quest line. He would 3 shot me into Oblivion every time so I loaded up an old save, did a bunch of quests and leveled up a few times, fought my way back to him then continued to get 3 shotted. So I decided to at least run past him to the exit so I could get back there easier next time. Which is when I discovered his exploit, by going a bit down the next corridor, he would just ignore me and head back to where he started, so I just took pot-shots with lightning bolt until I killed him.

Not the most noble of victories, but seriously, fuck that guy.

Seriously mine was an ice troll (Kind of stupid that a troll is harder to kill than a dragon).

Malkoran, the boss of the Meridia daedra quest line. I was maybe lvl 13 or so, just about the right amount of challenge for most of it. Except for Malkoran. Jackass was 2-shotting me with his frost magic, even if I was just kinda near the path of the frostbolts. It was only through some fancy footwork (read: running back and forth like a frightened deer) and shouting FUS RO at him that I finally got him into his wraith form. Cue me dual-wield hacking away like a maniac while eating the comparatively weak fire magic. I was so tunnel-visioned I was swinging a few seconds after he was dead.
Sweet sword for a reward, though, that was worth very nearly rage-quitting.

At the end of Meridia's shrine thingy getting the Dawnbreaker....fucking raaaaaaaaaaaaaagggggggggggggggeeeeeeeeeee!!! I just couldn't win using my normal method, ended up using 3 Fire Storm scrolls and accidentally killed Faendal in the process :(

The hardest battle I would think, is after the main quest if you are finishing up The Blades storyline, and it tells you to kill Parthunax or whatever his name is, head of the Graybeards guy. The reason it is so hard is because there are about 15 dragons at the Throat of the World after you kill Alduin. You attack one and they all go after you.

Wait, battles in Skyrim get hard? When? I already put the difficulty on Master and have played to lvl. 55 and it still isn't hard! What the crap!? I feel ripped off. I didn't even abuse the enchanting/blacksmithing systems.
I need the creation kit to come out so I can get a nice hardcore survival mod that doesn't just stack triple life on creatures(That isn't difficulty, its boring)

I'm al Level 81 Battle-Mage, and I have done every main and side quest in the game. 100% of all my skills are Level 100, and I am going to tell you what MY hardest boss fight is. Well, there's three of them. Two are Dragon Priests. One is not.

?Miraak, the First Dragonborn - This enemy has proved to be, in my opinion, the hardest enemy in Skyrim. His lightning attacks completely destroyed my health at Level 61. I made an estimate that his Lightning Spell can zap you health down to 0 in around 1.25-1.8 seconds. I admit I did not come with much shock resistance, mainly because I've seen the infamous sword of Miraak when I visited him earlier on, and I expected Miraak to be a melee type boss fight. But much to my surprise he used one of the most powerful spells in the game. I landed on the Summit of Apocrypha with 30 health potions. I came back to Solthstheim with 1 Extreme Health potion...
Another major problem with this fight is that he regenerates his health three times. Because Miraak is constantly destroying you with his seemingly limitless supply of magic. I ended up chugging down health potions like a depressed man who wanted to drown his sorrows in alcohol...
Miraak can also used a $@!# load of shouts in battle. His unreleting force alone can throw you across the Summit of Apocrypha. And that Cyclone shout, oh my. Take it from an expert at Skyrim, Miraak is the hardest it gets.

?Zahkrisos, High Dragon Priest - In many ways this fight is similar to Miraak. Except Zahkrisos' lightning spell IS EVEN FRIGGIN' STRONGER. Zakhrisos also summons Seekers in battle and Seekers just happen to be in my top 5 hardest enemies list...
The only reason I think this fight is slightly easier is that Zakhrisos does not regenerate his health. Also, Zakhrisos does not use Dragon shouts in battle, where as Miraak does, and frequently too.
Some people say Krosis is the hardest Dragon Priest. I say BULL-SHIT! Its easy to take out the Dragon before you take on Krosis. Not to mention, Krosis' attacks did much less damage to me than Zakhrisos did. And I fought Zakhrisos at a higher level with much better armour. My main tip for beating Zakhrisos is to A) Get a decent follower. I used Serana as she uses strong spells and is an essential character, thus she gets back up again. B) Use slow time against Zakhrisos. Its to my firm belief that Zakhrisos doesn't use spells against the Dragonborn when your at close range. Slow time allows you to close the distance and get some critical hits in.
Seriously though, Zakhrisos is a real pain in the ass to beat and his lightning spell is in my opinion, the best destruction spell in the game. And because Zakhrisos must be killed during the quest Lost Legacy, and the fact that the quest is vital in the Dragonborn DLC makes him one of the hardest fights in Skyrim.

?The Ebony Warrior - Its extremely rare to see someone who I've fought at Level 81 be perfectly capable of holding their own against me. At Level 81, I'm basically invincible. Yet the Ebony Warrior proved a great challenge, and I haven't faced a challenge since I fought Miraak.
Melee against this guy is insanely hard. His Reflect Bow perk made melee combat insanely difficult, and at Master I found myself getting spanked. But at my level I have an almost infinite supply of health potions, so it really did not matter.
But without potions, this guy would be friggin' impossible. His sword does devastating damage, and that Reflect Bow perk is just insanely annoying.

Runners up on the list were ; Azhidal, Morokei, Rahgot, Seekers, Spriggan Earth Mothers, Legendary Dragons. Not necessarily in that order.

So now, I'm gonna give my opinion on a few matters on this thread.

Firstly, the Frost Troll at High Hrothgar's steps was NOT hard. If you can't beat him, just find the Spell Tome : Firebolt or go to the College of Winterhold, become a member and buy it off of Faralda for a few Septims. Fire-bolt demolishes Frost Trolls and when they're low on health, go in for the kill.

Secondly, Red Eagle? Seriously? I refuse to answer that queurie.

Thirdly, with Malkoran I have to agree with you. I was a Level 26 when I fought him and he used some POWERFUL frost magic against me. I died twice. Then I went all out and won the battle, only to realise that he immediately turns into Shade form. I won the fight, but it was still very difficult. Especially as I find frost attacks do the most damage to me.

Morokei, sigh. As I said, he is one of the hardest fights in the game. I fought Morokei at Level 29, and he was unexpectedly easy. But I can see why some people fimd him hard. I just got him in water, used slow time and bombarded the poor Dragon Priest with Fire Ball.

I've had a few battles with Ancient Dragons and they're pretty tough, but they're really just the same rinse-and-repeat dragon fight with a bit more health. Wards are enough to block dragon breath, so the only real danger is them getting into melee.

I had some real trouble with a few dungeon bosses. There was this one necromancer that I met at a fairly low level. She ran about hurling Ice Shards to pin me down, and also resurrected two Deathlords as her minions. It took me so many tries to kill her, and only managed it in the end with judicious use of the Ice Form shout to freeze her lackeys for a bit. At least I got a cool weightless ghost sword out of it.

Then there's that boss at the end of Meridia's Daedric quest. He's a powerful frost mage, and his Ice Storm spell could kill me in one hit, so that was hard as well.

You are thinking of Lu'ah Al Skaven as the Necromancer. She is a Redguard woman with grey hair. I fought her quite recently. She ressurects Fjoli and Holgeir who are two powerful Draugr bosses. You see them as ghosts at the end of thr fight when Lu'ah is dead.

Her ice attacks are not too powerful. Its Holgeir's swings from his axe that do the damage. Not to mention Fjoli is like fighting one of those annoying Forsworn Briar-hearts with twin swords that do a ton of damage.
