Personally I don't appreciate the whole waifu term, it has too much of an obsessive connotation, and people use it as a badge that expresses their preference of 2D rather than real girls, which is rather depressing.
If I chose a manga/anime character that had a persona I liked and found attractive to look at, it would probably be Misaka Mikoto.
Being the 3rd most powerful in an entire city would make her a pretty badass girlfriend.

She'd never even look at me in reality, but fuck it. Her writing is great, she's pretty, and she's very unique. Her whole aesthetic of a savage witch, the banter she has with the other characters, and the fact that she actually ADHERES to her strangely nihilistic beliefs throughout the whole story rather than being changed (a lot) by the sappy actions of the protagonist.

But anyways, if you're talking about anime crushes, I don't have one specific character, and it changes depending on seasons, but I guess the closest I have to what you may call an all-time anime crush is Yui Hirasawa from K-ON!:
