That's apparently up in the air, each one did something different that others like. Some say SimCity4 is too complex, others say it has a steep learning curve, others say it's the best and most interesting. If you want a good ..uh..'preview' of SimCity 4, an LPer I watch on youtube did 2 cities in it so you can get a grasp on it, look up GetDaved on youtube. No indeed, I mean, publishers always just blindly hand over the cash and never make demands about inclusions.
