Like, there are obvious limits. As soon as a weapon is involved things get a bit different. But accepting that you're going to take a beating from someone isn't that hard to do, and I say this as a tiny disabled person. You just need to be angry. Really, really angry. I guess it probably gets easier the more violence you have experienced, but once you've crossed that mental threshold of knowing you're going to take a beating, the adrenaline kicks in and the rest is easy.
As someone who has been to war, shot at, nearly bombed, and has seen plenty of violence. I don't think it ever gets easier, unless you maybe already have a mindset for violence like a pro boxer or MMA fighter.

So I think my real issue here is that I don't understand why seeing someone being sexually assaulted on a train wouldn't make someone that angry, or why anyone would choose the long term trauma of having done nothing over the short term trauma of having been beaten up.
Be careful though, because this could easily be asked of the victim as to why she isn't gouging the fucker's eyes out or doing anything and everything to get away. Hell do we even know if she cried out for help from any bystanders? The early parts of that article make it sound like the two people knew each other and in that case it could have come across as a couple airing their drama publicly. Which would also explain why people tried to ignore it by looking at their phones. A lot of people do not like getting involved in domestic cases, and a lot of times both parties involved actively protest against outside interference.

I think anything we do further is just speculation and we need more facts to come out to make real determinations at this point.

Now, some states do have requirements that if a person witnesses a certain crime (rape, murder) that they must at least notify law enforcement assuming they are able to do so safely. I am unable to find if PA has such a law. Also, at least as far as I have seen, such laws are misdemeanors that are rarely (if ever) enforced in the states where they exist.
With my limited knowledge of laws here, I know that there are, at minimum, mandated reporting laws in cases of child abuse for people who work or volunteer with children. For crimes without children, I do not know of anything like that.

In my state (I dont think it's federal and obs not US), we do have to report on child abuse even if we see them in a shopping centre. Even if we aren't in uniform. We don't have to report until the next working day. And we only have to report physical and sexual abuse. Neglect and emotional aren't mandatory but usually reported.

The definitions of abuse is rather vague so police/child services can change levels of abuse based on the available resources and the community... ah demand? issues? You know what I mean. It becomes a real problem in lower socioeconomic area whose staff are usually underresourced and lack of money being a trigger for DV

Also, in Australia, car jackings that (usually accidentally) involve a child in the back happen at least once per day. There are some real problems here

All last year people were on about how dangerous it is and how bad it is to call the police on a black guy.............I wonder if this played a part in no-one taking action to call police or stop it because they figured anything that happened if it went south could blow back on them and being one of the crowd who did nothing is far easier than the one person who called the police and led to a black guy being killed........

I'm gonna be really real, if I walked in and saw this I would assume that people were filming porn and would have minded my own business/switched to another train car.

I mean, who actually expects to see someone brazenly commit a rape in broad daylight in public surrounded by people? I would 100% think that it was staged.

What if you have articles on about how calling the police leads to people ending up dead. You really think it's such a stupid idea as to why people wouldn't call the police?

Telling some people to do it enough will get some people to do it.

Dude you don't even need to click that first link to see it says "innocent black people". Like people were talking about racist assholes calling the cops on black people for crimes like walking their dog, or entering their apartment building. Not a literal actual visible rape.

The second article discusses things like "For example, one recent analysis of 911 calls across eight cities in the country found that 23 to 39 percent were for low-priority or non-urgent issues like noise complaints. If neighbors know each other, they can talk a lot of these issues out together rather than bringing in outside authorities."

It's about how closer communities don't need to call the police on each other for petty shit, like noise complaints as opposed to say a public rape.

Nobody is saying don't call the police if you're witnessing a full on violent crime.

So we should stop reporting things that happened? Good logic.

That cop straight up murdered a person and the guy who called the cops feels culpable for her death. That's literally reporting a thing that happened and a person involved's reaction... Should we just not report on when cops murder people?

An organisation highlighting that there are better organisations out there for dealing with certain situations than armed police. For instance, mental health crises or suicide risks. Situations where a person needs a compassionate voice to talk then down rather than an angry guy with a gun escalating things.

It's because you'd be calling upon a racist set of institutions that will be far more likely to destroy someone who is black for the crime of rape than someone who is white. Does it make you odious for calling the cops? No, not particularly. But it is racist.
