There are some who argue Berlusconi was the original model for a lot of the right-wing populist pricks in politics at the moment, including Trump. Political outsider, conflicts of interest, corruption, populism, demagoguery, crass behaviour. He was actually quite moderate right wing in policies, although his time probably had a lot to do with the further right who stampeded through the gates after him.

I'd note that the Catholic church has a similar policy. It's meant to make sure that perpetrators feel safe to come forward with their crimes as they feel protected in the confessional box. Which might happen. And then the priests can try and convince them to see the police.

I seem to recall our illustrious government was trying to get in some legislation to make the Church subject to the same mandatory reporting guidelines as teachers and social workers etc in cases of child sexual abuse. Where did we end up landing on that?

Churches enjoy their privileges. Given how many voting adherents they have, governments are often not willing to tackle those privileges.
