An open world RPG with FPS elements (like Fallout 3, or a better version of FarCry 2). Emphasis is less on combat and more on scavenging, exploring and tracking.

I would play the shit out of this game.
Frankly I'd do it if it was any country and a character of any nationality, but Sudan sounds really interesting.
Seriously, if I were you I'd try and get this idea made and done. I know I'd play it.
OT: WWII FPS/RPG Open-world zombies game, full day/night cycle, Zombies are more aggresive at night, a huge fully explorable London with a bit of countryside too explore too, with Random Encounters and a proper story with a dramatic ending where you and the other survivors escape to the seaside and get a boat to freedom.
Another: On the other side of the spectrum, a balls-to-the-wall crazy action game set in a fictional timeline WWII; Nazi-occupied Los Angeles, 3rd-person-shooter, crazy fun melee and firearm fighting mechanics, with a ton of over-the-top set pieces like jumping out of a plane, mid-flight, and shooting at German planes (while falling) with a Shotgun.
