Neon Genesis Evangelion, definitely. It's a mecha anime, though it becomes more psychological near the end. If you decide to watch it, you gotta watch the anime first, then Death and Rebirth, followed by End of Evangelion. Helps it make much more sense.
He could just watch the new movies/remakes that they have been making lately. For a first timer that might be best.
No, not at all. First off, only the 1st movie out of the 4 are on DVD and available at the moment. The second movie is planned to go to DVD some time in the spring, and who knows how long it'll take for the other 2 to become available.
And secondly, even though the first movie stays more or less true to the anime's episodes, it does leave a good many things out. I've also heard that the story becomes drastically different in the second movie. Prior knowledge of the original anime would help make things make more sense and, IMO, make the movie much more enjoyable.
