I'm currently working on a mage character and am doing the slow, painful grind of using minor skills to gain the +5 bonuses each level.

Level 17 right now, but what I want to know is, do the enemies keep scaling up with you indefinately? Is there any level you reach where they will stop levelling up with the player?

Also, what is the highest level I need to reach to get the most powerful gear?

I'm on 360 so mods are not an option, unfortunately.
Around 21 or 25. Somewhere in the 20s is when proper full Deadric and Glass equipment starts spawning after that the equipment doesn't get better just worse as it just stagnates from then on.

Enemy health, stamina, and magicka is always scaled according to player level. Additionally, enemy stats, resistances, abilities, greater and lesser powers, possible equipment, and spells will level accordingly with the player.

The level at which new items, new enemies, leveled chests, enemy equipment, leveled quest reward items, and leveled drops cease to increase is 25. At this point, you will have access to the best of all items. Please note that some items are glitched, so some levels of items will not have the proper effects that they claim to have.

For any and all other questions, please read the unofficial (though very thorough) Elder Scrolls wiki [http://www.uesp.net/]. It has basically anything you've ever wanted to know, and then some.

Please don't use '/thread'. It's rather obnoxious.

True the wiki is great but it doesn't have the fun discussion, gameplay stories and anecdotes that we're hearing from the Escapists.

This has probably been answered already.

Items in the base game caps at 20. (Note that the way the tables work, up to around level 30, you'll still see a shift in what's spawning, it's just not new stuff.)
Shivering Isles has items that go as high as 30.
Enemies will continue to scale with you indefinitely.
Your level cap will be between level 45 and 55 depending on class.

Bandits cap at 27, goblins 25, guards 30 apart from that no, everything keeps leveling. However you will eventually be able to kill SO quick that you wont take any damage, there's a glitch that allows up to 1750 magicka (you can find it on youtube) which will allow you to make a single AoE spell capable of killing any hostile, besides MehRunes Dagon. Jygalag ,however, didn't stand a chance, killed him and all his knights of order in 1 cast.
i was playing a mage/Warrior class.

Not when all the armour is made useless because the enemey's just tear it apart
Not when you get items with reflect damage and a full set of Daedric Armour they don't! (I hope)
Nah they won't. I run around with 80 % damage & spell reflect. Laugh at those poor bandits. Laugh at them.

So far, a great way to play. If you're using the Breton class, this is especially effective.

Level 17 right now, but what I want to know is, do the enemies keep scaling up with you indefinately? Is there any level you reach where they will stop levelling up with the player?
Indeed they do. I'm at level 36 and they've yet to stop scaling with me.

Also, what is the highest level I need to reach to get the most powerful gear?

I believe it's about 20 or 21. I was about at 18 or so when I first noticed things like Glass Armour and Daedric swords. At level 36, they're common loot.

Hope I helped ^-^

So just to be clear... once I hit level 20, I don't need to avoid any quests (in the Vanilla game) in order to avoid nerfing levelled items by getting too early?

Oh good. That's actually my favorite class to play with Dark Elf as a close second.

What magical school are you specializing in?

Yeah, those goblin can be tough. But you're a Mage. Make a spell that adds Paralyze + Damage.

Mine is a touch spell that does:
3 seconds of Paralyze;
1 second of lightning damage (can't remember amount, but it's high)
10 seconds of low level fire damage
10 seconds of weakness to fire (50% maybe?)

It kills Trolls before they can regain their feet. Other creatures are messed up by it (and open to some melee due to the paralysis). When in doubt, turn invisible and recharge your MP a bit.

There are many ways to skin a cat... or a goblin.
Oooh interesting... I hadn't thought of mixing paralyze and elemental damage into one spell. I like your way of thinking.

I'm noticing the need for Endurance now alright, I've been using the (easy-as-hell) arena battles to grind armour and block skills after that horrific encounter with the army of Goblin shamans in Exhausted Mine!

Well, Destruction and Restoration are priorities (I have found Shock damage to be effective against almost any enemy), he also has some handy summon zombie, chameleon and paralyse spells for tticky situations.

I also have the broken, cheaty 100% Chameleon suit for the Thieves' Guild quests and grinding sneak (I put it on and walk around the city).

I also have some handy little teeny tiny spells which I spam over and over as I walk around the countryside to raise the levels.

Sounds pretty good to me, though I have to ask, how do you get a 100% chameleon suit?

There's no option for chameleon enchanting at the Mage's Guild :(

Grind your Illusion up to 50 (keep casting weak light spells or whatever over and over), then buy a Chameleon spell from Ita Rienus in the Bravil Mages Guild, that'll unlock the effect for your enchantments!

I only Know that because i used to play it on PC, and the console control read-out told me that (when i was level 52) guards were still level 30, though Imperial watchmen still leveled up, for all i know however that could be a minor glitch.

Ah, okay so enchanting works alongside your skill level. I did not know that.

Well, I cast "Void Gazer" (night eye spell) constantly when in ruins and dungeon crawling, so I'll get there eventually. I started out as an apprentice anyway since I couldn't find any other skill I wanted as a major one, so I thought "what the hell"

I never use it though :/

They will scale with you skill wise all along the game, but the good the is that around lvl 25 the ai armour and weapons don't get any better, so you get an advantage through better armour and weapons.

Oblivion's leveling system and balance is one terrible design decision after another. Good thing there's mods to fix it. KCAS, OOO, MMM, and the UOP are, besides being spiffy acronyms, absolutely mandatory to turn the game from a decent-but-ultimately-frustrating game into a masterpiece.
Pity then that my PC can't run it :(

What I do is create the smallest, least costly light/night eye spell possible, costing, like.... 1 Majika and spam it over and over and over. You'll get your illusion up to 50 in about 5-10 minutes!
