You are more or less the only one. I zoomed in on the legs to check and it's just a piece of the car plus the persons pants that makes it look hoofish if you don't look closely enough.

I don't know what this picture is supposed to show us and eh it's more confusing than anything else. So I'll just wait and see what it is Bioware has up their sleeve.

Ugh, seriously people? Five full pages of complaints from one image? That takes a whole level of stupidity that I haven't seen in some time.
You want to know what can be surmised by a single image done as concept art? That at some point the game may be played in the desert, and that someone may or may not die spectacularly from a car crash.
No you can't decide what genre it is.
No you can't decide what it will be like.
No you can't decide where it will take place.
It is one image of Concept Art, nothing more. Jesus.

My Guess: Fantasy car racing, and that driver is like some sort of Minotaur/Human hybrid.

It's apparently not related to Jade Empire or KotOR3. And as such, I can't really be arsed to care too much. The quality of Bioware's games has been rather lackluster as of late...

Wrong! This is Jade Empire 2. It's obviously set in the Gobi desert with ninjas that drive really fast with sand guns.

Otherwise it's a Boarderlands knock off.

Please, let it not be another post-apocalyptic shooter/rpg/racer. Loved Fallout 3, but if I want to play a Fallout 3 kind of game again I'll just play Fallout 3 again.
