Because no game developer should purposefully make an entire section of their game useless or boring. If a studio is going to design a game with leveling, it should make leveling interesting, fun, and necessary. Hopefully Heart of hte Swarm(a game I'd much rather see released than this mmo tripe), will return to more that kind of thing. Or hopefully Legacy the Void will do that even more.
