This kind of takes me back to the 80's, reading some of the warning flyers prepared for police departments by Pat Pulling regarding Dungeons and Dragons. Full of misinformation with just enough truth to seem real if you don't know the subculture. It saddens me to know that the police are just a clueless now as they were then.

Let me see if I understand this correctly... The San Luis Obispo County Police believe that the Pedobear meme and image is really a special code that secret, potential sex-offenders and pedophiles use to identify themselves to other underground sex-fiends. And, they believe that he is used in this manner due to the fact that he is a picture of "innocence"?

This is just a matter of either:
A) The older generations misunderstanding the new, internet based, generation.
B) Mainstream culture mis-understanding a sub-culture.
