My guess is that the meme exists because of all those movies that paint him as the ultimate badass.
The internet found lulz in it, and thus Chuck Norris jokes were born.

Also, the reason Family Guy did it is because they couldn't come up with any good jokes(as they often can't) so they just ripped from the internet in hopes of cheap laughs.

Chuck's skill as a martial artist and an all-around manly man is admirable, but there's only one true master, and that's Bruce Lee.
