Well, Nanoha isn't really the tactics type. Strategising is the specialty of other characters whilst she focuses more on the art of Starlight Breakering everything into submission.Also, in the movie and StrikerS, Nanoha herself comes into her own. She doesn't seem to be much of a tactician (Her tactics are essentially "shoot, shoot harder, and shoot more), but... Well, see for yourself.

Fate is very much the same way. She mostly just hits things and is ridiculously fast. I think that the creator did their homework, but decided to simplify it a bit. Both English and German are related in that they have the same base language. I believe that they were trying for a feel of a more ancient feel for the Wolkenritter's devices by using German and calling it a sort of "base" language.Pretty much.
