How much of this is due to the size of the game and how much is due to Square Enix being rubbish at data compression?

Well, yes, your TV may be able to support 1080p, but people neglecting to set their devices to 1080p output is pretty common. That might be why you're not seeing much difference. If your settings are correct, well... I don't know what to say.
