There was no test you had to pass when I went to high school to graduate and test scores back then are higher than they are now. Instead wasting time on such a test, maybe teach kids basic computer literacy. I work IT at a college and the students here fall for this Bank Mobile phishing attempt daily and lose their financial aid money. A cursory look gives the EU navies over 500 warships including 4 fleet carriers. That is less carriers but far more ships than the US has. And that is even without the UK, a traditional naval power with its own carriers. Not willing to invest the time to compare every single class but the European navy is strong enough to beat any plausible challenge for the time being.

Cold War military spending in Europe was ridiculously high. Everyone was on edge, knowing Europe would be the primary battlefield between the superpowers.
But they really didn't like this. And when the Cold War ended, peacefully, everyone was so happy and believed all the other Europeans (including Russians) felt the same. And as the Soviet Union willingly gave up its hold over Eastern Europe, it seemed strange to think Russia would try to reestablish it by force. Admittedly the Baltics were always a bit sceptical.
