The USA. I would do almost same thing they did to Japan in WWII. Cripple the country (without the use of atomic bombs) and then forbid them to have a standing army or wage war just like Article 9 of the Japanese Constitution. The way I see it, even though it's just one country, it also counts as a continent, so I'd get +2 reinforcements a turn for having it, which would give me a slight advantage over those who chose a country that isn't a continent.
