It's not harmful in any traditionally understood way, although some techniques can do damage if practiced regularly and too vigorously like you could damage any other part of the body.
The issue with masterbation is that a lot of people get into a sort of psychological haze with what they think about to help get themselves off, it rarely stays at the level of totally vanilla sex as time goes on. This can lead to issues with reality coming to seem disappointing compared to the visions someone creates for themselves.
This is not ALWAYS a problem, but you might notice in a lot of stuff they deal with some really gross/extreme stuff people wind up needing to "get themselves off", that's all based on this trend. "What do you think about when you jerk off" is not usually a question someone is going to answer honestly, but from cases where people have answered honestly, especially people who have developed problems, there can be a connection.
This is also where the old diagnosis about masterbation causing insanity also comes from, and also doubtlessly why many religions put a ban on it as a form of social engineering.
It's one of those things where it's normal, healthy, and probably a needed form of release for a lot of people. However like anything when taken to excess it can be bad. What's more I think certain psychological problems can probably be made worst by masturbation and in some cases people with specific tendencies that they could otherwise surpress might become increasingly sociopathic a micro-inch at a time based on what starts to go on in their head during such moments... of course that's not something you can detect or regulate.
That's my thoughts on the subject at any rate. There is a LOT of stuff written on the subject, some of it quite bizzare. If you ever wind up taking Criminal Justice and wind up attending psychology, abnormal psychology, and classes that involve criminal psych, you can get some greatly contridictory information on this because differant doctors have associated masturbation with differant behaviors. Interestingly studies of guys like seriel killers have shown an increasing level of disturbance in their choice of spank material, like when they go through their houses, track their buying habits, and similar things for the purpose of making profiles they will figure out what they bought for porn and did to get themselves off and how it might have started out normal with the old playboys and maybe baby oil, and then wound up with pedophille beastiality movies and sandpaper or whatever. The whole degenerative masturbation thing based on what they just keep envisioning... a lot of that came from doing interviews with these guys along side normal people and of coures those who are somewhere in between. Can masturbation make one sociopathic, or do those tendencies have to be present to begin with? Can it vary with the individual? It's a debatable topic and differant people have differant beliefs.
