No. The whole problem with bestiality is that animals aren't sentient, so they can't give consent. The beast races in Skyrim are sentient. Thus it's not a problem.

On thing that kept bothering me as I played Oblivion was the lack of intermediate races. It's clear in the game that orc/human relations can produce offspring, so to me it's only safe to assume that there are other possible interacial combinations that can generate life. So howcome we never get to see a green elf or a human with horns and whiskers (that would be the result of one hell of a party, let me tell ya).
I hope Skyrim handles this aspect with more diligence than it's predecessors. This and adding children. And fat people. So I can shoot fat dunmer kids with silly hair style.
