Naughty Dog. From Crash Bandicoot on the PS1, to Jak and Daxter, to Uncharted. All their games are great and they really seem to know what they're doing.
Bioware, all their games are amazing, and there's stunning amounts of care and detail in them.
Blizzard. They take real time with their games, and are crafted to perfection.
Valve, same as above.

Based on my views, and the games that I have played:
Rare, Nintendo, HAL Labs. Bethesda, Capcom, Insomniac, Sucker Punch, Naughty Dog, NCsoft, Bioware.
NADEO, TRACKMANIA, best free game ever.
Infinity Ward excluded for obvious reasons

They all have their faults. Bethesda and Bioware are amongst the less-greedy, not-quite-so-faceless, not-infinity ward-ish arrogant baboons.
Valve, completely. And until yesterday, Ubisoft. I would say the guys behind Farenheit and Heavy Rain, except that Heavy Rain is PS3 exclusive and I don't have a bloody PS3. But mainly, Valve have never let me down so far 
. And Bethesda too, they've always been pretty good to me.

Blizzard: Never failed until Burning Crusade comes out. Now they've sold out faster than Metallica.
Bethesda: My second favorite developer, but they screwed the pooch with Oblivion and Fallout 3.
Bioware: Never made a bad game. Except NWN2. But it was bad enough to leave a sour taste in my mouth. And then they sold out hard when they merged with EA but that's a story I'll get banned for telling again.
So it's really just Valve that I can depend on now. They've never made a bad game. Even if you don't like one of their games, you really can't say anything about it. They're always great.
