He poses a lot, says a bunch of nonsense, and fights you once with pansy guards that shoot lightning.

If anything, the guard thingers were more dangerous than he was.

Anyway, RAAM sucked hard at being a villian. "Ima gonna kill someone, rawr" covers his characterisation.

Ramon Solano from Mercenaries 2. At first he asserts his wealth and dominance over your character and when he is about to die he cowards out and tries to pay you.

The Enclave despite all their nice tech and stuff...Seem (In Fallout 3) to have rubbish reasons to even occupy that part of the wasteland...not to mention the annoying fact John Henry Eden is not at all threatening.

Bowzer is also annoying, I'm fine with him being a Giant Turtle but Nintendo should stop wussing out and reveal he wants some "Peach Cobbler" AHEM

You can't call it a loss though. The Chinese goal was to prevent the loss of North Korea and they succeeded in it.

A draw is a better term.

Dracula from pretty much any Castlevania game didn't really do much for me. He's always found at the top of Castlevania, either sipping on some wine/blood sitting comfortably in a throne room chair and...Just does nothing really.

Then again, I can't think of any villian in any JRPG that ever struck me as how evil they could be, with the exception of Lavos in the Chrono Trigger games.

That was the whole point of Kefka, he's a sociopath. I guess you didn't like the joker from the Dark knight either since the second I saw that joker I immediately thought Kefka.

Seth from Street Fighter IV....

Just an excuse to make an EXTREMELY cheap final boss at the end of Sf:IV to get more quarters for CAPCOM is even more EVIL than him...

But I still love the game. worth every dolla I spent

My gut tells me that the stupid ying yang thing in his belly averts all legal actions of Alan Moore....

sux I know it would be awesome if they were forced to take him out...

he is kind of worthless to play as.

If I had to say anyone was the "worst villain", it'd probably have to be Dane Vogel from Saints Row 2.

Dane's a big-shot for the Ultor megacorporation and he treats the city Saint's Row 1 and 2 take place in like his own personal playground. He manipulates people into thinking he's the innocent party in everything that happens regarding Ultor or that they have no standing in the gang wars (referenced from the Brotherhood chapter). His motivation for doing what he does is nothing short of "because I have the money". The last story mission in the game is kill his ass, a mission I was overjoyed to do because in the last part of the mission (warning, spoilers) you shoot him in the face and he falls maybe 100 stories to the ground. Then you escape by helicopter to see your buddy shooting cops with an assault rifle.

Dane isn't any real villain, he's not doing this for money or power, he's already got that. If he did have any sort of motivation for being the villain it's because he drew the short straw from among the three gang leaders (Kazuo Akuji, The General and Maero), himself and Troy Bradshaw.
