Sadly, it was also pretty much all the Nickelodeon censors would let them get away with. I don't see why not, the Fire Nation was practically on the verge of firearms, no pun intended, and were using advancements in machinery that the other nations did not have access to. Remember the fire nation had tanks and zeppelins! Also you would think that a society that could master the four elements would progress faster. Particularly into a steam-punk society (water + fire).
Not to mention, just think what the Earth Kingdom could do if Toph was able to teach Metalbending to others.
