The fuzzy balls kept moving until they hit a wall and then they changed direction. A certain number of balls had to make it to the end for you to pass the level. I remember that you go around a medieval village talking to the knights who have taken up other professions (like blacksmith). I think the winds part is the most unique thing. What reminded me of the game was the android game Dice Heroes (https://play.google.com/store/apps/details?id=com.vlaaad.dice) (just the winds and the fact that it contains flying platforms).

For some reason I always thought it was called Starcraft, but that doesn't make sense. So I think it was another "star" name. But I could have been mistaken.
For reference, I'm picturing a similar style to the newer Fallouts or Elder Scrolls, where the NPC faces you and talks, but this was clearly in space. I'm not sure if the NPCs were the real life screen shot kinds though and not actual CG figures. Can't remember.
