Criminal behavior is criminal behavior. If he is old enough to corner two adults and tell them he is going to kill them, he is old enough to get pepper sprayed. It's amazing how back in the day there didn't need to be special schools for children who have nothing mentally wrong with them (according to the boy's doctors). Yes and adult could have beaten the shit out of the kid, but pepper spray works faster and safer. In this age of litigation pepper spray is the right choice.
