The whole point of the universe is that it is very slow and stagnant. Months and years are spent in the warp to answer calls from planets light years away that are probably already annihilated before the troops are even dispatched. The Tau are new and dynamic and quite frankly likely to win if they can sustain their growth rate and couple it with FTL/WARP technology. Except that the Space Marines are what makes the money for GW, and the SM are human (like the IG) so GW will never let them lose. Though we are in the time of ending now.

I think they are going through a phase where they are giving everything a back story and therefore no major changes coming. i pray that the next major change is to do with the void dragon and the mechanicum.
Im fed up of the ultramarines hogging all the back story and fluff, yes i hate them with a passion.

Read the Index Astartes articles (these have been coming out since before 2002). There is a crap load of back story to almost all of the legions. As well as a mass of stuff about the primarchs themselves.
The boys in blue take the fore because they are the generic ones - almost everyone is derived from them - and because their Primarch was awesome and built the current Imperium this way (with the high lords, but he had a bigger-than-usual influence)
