On the other hand, there are genre's and animé where it's entirely appropriate, and Highschool of the Dead would seem such an Animé to me at least from what I've heard of it (though I haven't checked it out yet).
It's really not appropriate, and you should
check it out. Better off
reading the manga while you still can though, naturally it's much further along. The series has such awesome characters, art, and the zombies are actually pretty menacing looking. It has such a great sense of drama and horror, the fanservice just makes light of what could have been an awesome realism series. I can't help but feel the author isn't confident that the story could stand on its own two feet without pantyshots.
Anyway, as I said it's all about appropriateness. It's appropriate for a "sexy" character or a humor series. It's not appropriate in something dark and suspenseful. I never understood what was "funny" about fanservice and the perverted jokes in anime anyway. It can be "sexy" sometimes, but I never understood how they got humor out of some of the stupid ways the characters would behave. Faye from Cowboy Bebop, Haruko from FLCL, Yoko from Tengen Toppa Gurren Lagann, and Mikuru from The Melancholy of Haruhi Suzumiya are examples of good fanservice.
Pretty much all of Ken Akamatsu's work (Love Hina, Mahou Sensei Negima), Ikki Tousen, Eiken, and especially (yes, there is something worse than Eiken) Queen's Blade are not.
