Makes sense to me. America gets a lot of Mexican immigrants and so Mexican food is popular there. It's Tex-Mex. What most Americans think of as "Mexican Food" are a variety of dishes that were changed as much out of quirks and happenstance as preferences in taste. While some tacos do have cheese it's just an optional ingredient and really most tacos don't have cheese, normally if it has cheese it's called a quesadilla, though at least in the North they just call normal tacos that have cheese quesatacos.

I'm assuming because in many places where tacos aren't commonly sold, taco shells are hard to come by as well. I can only remember seeing them in Waitrose (in the do-it-yourself-international-food section).
