Ron Watkins (essentially Q) mother is South Korean, Father Jim Watkins (also Q most likely) is American, but Qanon kicked off on their 4chan/8chan websites when he was living in the Philippines with his womanising dad, basically to avoid all those pesky laws about hosting various porns on their websites if I remember correctly. It's more accurate to say the true believers should be looking at the websites their "informant" posted on, considering all the child porn/Nazi propaganda those sites are infamous for. But Qanon influencers exist to be the middle men making sure the boomers don't ever have to lay eyes upon such troublesome interwebs. But yeah, Philippines ain't so great for child exploitation neither. Neither of them are south Korean nor did it start in south Korea though.
