I completely agree on all points.

Specifics:

1. The Cockney voice has to return.
Oh fuck yes. And also a better variety of voices. The Cockney accented one was the only male voice that I liked.
Good point there. More accents is required in my opinion. Scottish, Irish, hillbilly, Dutch perhaps, all over-stereotyped of course.

The option to play your character as a mute again...

Story should still be ridiculous like the first two, but should get more serious towards the end... and a very epic shoot-out should take place...

Make the level of customization ten times bigger then the originals...

Bring back the god damn user playlist radio station!!!

Also have zombies, not dlc though, it should be on the disc...
Wait, I don't know what game you were playing but I was enjoying my radio station playlist for my 2 playthroughs of the game.

Wait... I meant Bring back the MP3 Player...

I remember playing Saints Row 1, and it having a mp3 player that would play your music off your HD. Last time I played Saints Row 2, it didn't have it anymore... Instead it was a radio station...

PC version that doesn't suck would be nice.
Also better physics, better vehicle handling, darker atmosphere, better protagonist voice actors (I only liked that Australian kind of male voice), even more customization options. And new fuckin' city!

I disagree. The British male voice always seemed hilariously out of place to me.

To the point, the things I'd like to see are more weapon options. Perhaps a mild RPG system or something. Better car modifications would be nice.

To be honest, really all I'd need is a new entry in a new city to jump back in. It's one of the best co-op games out there in my opinion and even the single player experience is enjoyable.
I agree with most of what you say. I love RPGs, but I don't think they could implement it in this game without breaking it. Mos def a new city to jump into. On a note about the British voice, I like to have a serious character. The story can be bat-shit crazy, but I don't want my character to be a huge muscled guy with a over-the-top British accent.

I'd also like to be able to choose my gang's colors.

...More of the awesome cutscences that made your character look like a super spy.
I especially like the one where he's high. Mostly because General seems like the perfect villian for a spy movie.

Oh, I didn't know that there was an Mp3 player like thing in the first game. Since I never played it, sounds pretty cool though. Personalized radio in SR2 wasn't that bad though, still had some good songs to put into to it. But I would love to have an Mp3 player put into the third game.

not having cars disappear the moment they drive by, it gets sort-of annoying and less pop in visuals.

Allow higher stakes at the casino!

In Saints Row 2, after a couple of missions, your financial situation can only move upwards. No matter how much money you spend, more of it will just keep pouring in. At the start of the game, I was always happy to aquire another wad of cash - bringing me that much closer to getting nitro or a fancy paint job for my favorite car.

Or buying the local tattoo shop.

Soon, however, I had nearly infinite money, and this made the game feel just a little less rewarding. For one thing, it really took the suspense out of kidnapping people, as any money I would get if I succeeded, wouldn't make the same difference as before.

So: I want to be able to bet a LOT more at the casino. I want to own every business and safehouse in the city, control every hood, have a massive fleet of pimped-out luxury vehicles, enough weaponry to start WW3 and win, more bling than all European monarchs combined, my own island and orbital military base (if at all possible) and several billion dollars in my bank account - and I want to be able to make one stop at the casino and literally lose it all, having to roam the streets dressed in a wooden barrel, mugging people with my bare fist trying to get enough money for a gun to use on my next mission.

It should of course be possible to buy/conquer everything again. And this would also make the casino games more interesting for anyone who might want MORE money!

Exactly the one I was thinking of. More like that and the game would be awesome.

I would have to say gang alliances, more stuff with the planes like a bi plane bombing run and the music, the music is defiantly what won me over on the first 2.

Bigger city, more weapons, allow you to play music off your xbox harddrive on the in game radio, and the destructible enviroments from Red Fac:Guerilla. Also moar hilarity.

More realistic car handling.
This, in my opinion, is the only thing holding Saints Row down.
I quite enjoy the driving in Saints Row, I had lots of fun "Power Sliding" around corners.
