Without Germany the ECP would fall apart without the industrial and military capacity it offers.
And I am aware that it might seem like an odd choice to not include them in the EU, considering that Western Germany was one of the founders, but one has to consider why an alliance would be formed in the first place.
And about Greece, why wouldn't they join the ECP if they felt like they were closer to their allies, and also, thinking economically, in case of an eventual war they are not solely relying on an exposed merchant marine?

They have bad (if not horrible) relations with Turkey, and good ties with Russia.
