Centuries are a mathematical construct, decades are a popular construct. So "2000 was part of the Nineties" is incorrect, although culturally it gets foggier (consider that "The Eighties" on a cultural level didn't really end until Nirvana released Nevermind and Pearl Jam released Ten, sounding the death knell for '80s rock...in the fall of 1991.)
Decades are as much a mathematical construct as Centuries but I understand what you are saying. But the number 0 does not belong to the "ones" (numbers lower than 10) but 10 does. Ever tried to look at the logarithm? log(10) = 1 whereas log(9) = 0,9542... So mathematically 10 is the beginning of the next decade of numbers. Of course log(0) is not a defined number but then again 0 is a weird entity in mathematics.
Irrelevant. People are going to say the decade ends at 2009- just as the 90's ended in '99. 80's in '89, etc. Get over it.

2000- No opinion. All games sucked.
2001- Halo: Combat Evolved
2002- Super Mario Sunshine (yes, this game was awesome; he had a freaking water pack, that's innovative; shut up)
2003- Star Wars: Knights of the Old Republic
2004- This is a tough one. I'm going to have to say Half-Life 2. Objectively (in my opinion: try to wrap your head around how that makes sense), it was the best game. However, Star Wars: Knights of the Old Republic II is my favorite game of the year. Again, try to make sense of that (I'll help you: it's how, sometimes, you can see that a certain band has more talent than others; however, that does not mean they're your favorite band).
2005- Resident Evil 4(I suppose I could put KOTOR2 for PC here, but that's cheating)
2006- Dead Rising
2007- The Orange Box
2008- I really have no opinion here. There weren't any great games. Grand Theft Auto IV was OK, but I don't consider it a masterpiece in any way. And Left 4 Dead isn't a complete enough experience to be put here. I'll say GTA4.
2009- I haven't played a single big release of this year, except RE5, so I will say nothing for this one.
All in all? The Orange Box. It's the best video game deal in history. You can't compete with five great games for 60 bucks.
Now, judge me because I put Halo on the list. Go ahead.
