It's understandable that you feel that way and you explained it well. I think I can offer a missing piece of the puzzle.
If you've kept up with what Newell said about their "episodic" phase, it's over. They (Valve) decided they didn't want to make episodic installments anymore but the problem resides within the
vocal fanbase which has left them confused over how they should release their games. Around the time that l4d1 came out, the thing that these fans were pressing them for were quick turn-arounds in content (sequels).
Newell said that they delivered that with l4d2 but in a strange hypocritical turn, the fanbase said that they didn't want them to make sequels too early and although people such as myself loved the game and can't go back to part 1, the main problem (which was correct) was that it was an upgrade, though moderate, in features (which is how other developers would handle their franchises and call it a day).
Newell in turn said that Valve won't make sequels that way anymore. Thus Valve's only problem is trying to please it's fans (as many respectable developers do) and unfortunately the most vocal of them are the bunch that would rather be heard but not reasoned with as well as show unsatisfaction to anything and everything.
If we could get more people who care about giving Valve honest but insightful feedback on their work, they can better recognize the fans that care and deliver what's asked for, and if what's asked for isn't exactly what's needed, then we get mixed reception and results.
