To answer the original question: If there was even one single snowflake falling here out authorities would go insane. I live in North Queensland, in Australia and the only time I have ever seen snow was the one time I visited Washington.

In the case of school closure, it's not snow that gets them. Snow is nothing--they laugh in the face of mere snow. It's ice they're worried about. My local school system closed down today, and they barely got a sprinkling of snow. It was the thin, but very thorough, layer of freezing rain that did them in. I've heard Finland takes a hardcore approach to it though. Like if there's 10 feet of snow, bring skies.
