Okay, first of all, by "overpowered" I mean "stupidly powerful", not "stupidly powerful, but with a major drawback". For example, Limit Breaks in a Final Fantasy game are powerful by design, but they don't count as overpowered here because, well, you have to fulfill certain conditions in order to use them first. However, if it's possible to fulfill those conditions quickly and easily, or the Limit Break in question is disproportionatly powerful to the conditions, THEN it counts as OP here.
Speaking of which, here's my entry: Judgement Triad, from Kingdom Hearts Re:Coded. It's an ability that can be obtained by combining a couple of items from the average item shop, but you wouldn't be able to tell that from how stupidly broken it is. Basically, when activated, Sora throws his Keyblade at the enemy, which splits into three and homes in towards the enemy... and does so much damage, it's not even funny.
How much damage, you may ask? Well, I recently did an experiment. I recently battled the final boss of the game using only Zone of Ruin, arguably the most powerful Limit Break in the game (I used an Action Replay to obtain the attack faster). On the highest difficulty with max stats, it took about 3-4 clean hits with Zone of Ruin to take the final boss down (it only had a small sliver of HP after the third.) That fight took about a minute.
I then engaged the final boss again; this time I'd only use Judgement Triad. Every other variable in the fight was untouched. Ten seconds and two uses of Judgement Triad later, I had won the fight. When an ordinary ability does more damage than the most powerful Limit Break (And oh yeah, is much easier to hit with and can be used FOUR TIMES IN A GODDAMN ROW), then you know you have some balance issues on your hand, to put it lightly.
