I'm gonna go with the U.S. When it comes to international conflicts we usually like to just sit around with our thumbs up our asses just waiting for someone to just attack us. That way in the end we can justify our methods of war.

I direct you to this as my reasoning.

I dont think any of the countries in africa (not counting those considered part of the middle east) are gonna start a war

For a slightly less orthodox answer, I'd say Russia. When you think about it, what would they stand to gain? They're in as good a place as they can be under the circumstances.

I think for this question to actually be worth anything you have to have a list of countries that might actually start World War 3, or at least all that would be likely to participate. Countries that might/could actually start World War 3 would include: USA, China, Pakistan, Israel, Egypt, Russia, anyone in western Europe. "Rogue" nations that could start something that could spark into WW3: Either Korea, Pakistan, Iran, India.
I'm sure this is an incomplete list, but without some list it's just people spouting off the smallest countries they can find, or Canada.

Ah yes, I knew it was something like that. It's got quite a history, wasn't there a plot to assassinate the king at one point? And then there was some sort of full on invasion of Sealand by the French or someone?
