...Have you ever actually gotten on a PS3? Because the two things you are describing aren't alike. The 360 has ads plastered across every screen, including the default load screen, that are actually larger than the basic functions (like 'play').
The PS3 has two places for ads. One is a tiny scrolling bar in the upper right corner with no images, colors or interactivity (meaning you can't accidentally launch something stupid from it). And it takes up what, 1/100th of screen space? The other is in 'What's New' which you actually have to navigate to. If you never want to see 'What's New,' you never have to. Your default screen is a list of the games you own and can launch. Which makes a lot of sense, since it's a console.
Your comparison is a bit like saying that a teaspoon of sugar and an Italian Creme Cake are the same thing.
That said, the PS4 will have ads, too. But from the previews of the OS, they'll be similarly positioned. Ie, they are not on your default menu. They do not take up more space than basic functions. And they will not use the PS Eye to deliver custom content (presumably while delivering all the data-mining it has done while in your living room to 'advertising partners'). And most likely, they'll be for content available from the PS Store, rather than whoever wants to buy ad space.
