No kidding. That AI cheats. And it can toss a granade in the pocket of your pants from twenty miles away while standing a wall twice your size with a fancy shaped object on top of it.
I'd say this is closer to cheating, but yes, I know what you mean. Still, it's less being clever and more just taking advantage of, well, being an AI - when it comes to some aspects of games, the AI will not make a mistake unless it wants to/is programmed to.

S.T.A.L.K.E.R human enemies are terrifyingly smart at times, they actively flank you and use distractions. They don't all move in brainless determined unison like most game enemies and even a firefight with a single foe can be dangerous if he catches you out of position. They also don't sit behind the same cover for a whole minute spraying gunfire ineptly every 8 seconds while you sprint up and jam a fork in their eyehole.
Oh yes, this. Quite clever, though there was this one guy in Red Forest who dived behind cover when I was firing at him. The cover was explosive barrels.
Monolith, so I suppose suicidal lunacy is practically in character.
Anyway, for my part, I'd say AI War is quite brilliant, as is the Galactic Civilizations 2 AI if you turn the difficulty up.
