This is exactly why people complain about the lack of female characters, actually. They could find the time to add so much unnecessary tweaks to customisation, yet negate the absolute most basic.
Others have already explained the reasons how it would not be so simple as you say.

Don't worry, even if they did include female characters people would probably just complain that the "bewbs" slider doesn't go up high enough.

I wasn't talking about it being simple. I was just saying they shouldn't have bothered with customisation at all if they're going to neglect the absolute basics.

For me it was because it's TF2 with free running and "realistic" elements, as opposed to cartoon. It looks great, and I hope that it turns out to be just as much fun as TF2. If it does, you can guarantee many hours will be spent playing it.

Realistically it's only 9 million (pppffftttff, "only 9 million") and even then, that's two of every character except on a different team, so it's really only "4,530,240". But at least they put in the effort to show me a real number, I was disappointed when borderlands had a metric shittonne of different guns instead of gearbox calculating an actual exact (or at least very close to it) number of things to kill with.

Looks good. Just placed my pre-order. Not because of the amount of customisation, but because I need a good FPS that isn't COD or Halo.

Unless "packs" means an unspecified number of voices in different catagories like smart ass, insane, smart ect.
i think in one of the dev interviews, they said that they had to go to whatever region, and find someone there, get enough takes, and then pay that person. they did a lot of weird stuff for the customization in this game.
not that im complaining...

Yeah, because "all or nothing" is how budgets and time constraints work at game studios. They didn't have the funds to implement a full set of female models, so they shouldn't have done the male ones properly? I'm not saying I don't think females should be in--they should--but condemning a company that went the extra mile just because they didn't go the extra five miles seems a little unfair.
