That was the entire point of the character. It was meant to be ironic and not in the way hipsters use today, the perfect solider, practically an aryan demi-god fighting the very regime that idealises him. The comic was actually created before the USA entered the war and was accused by members of the media as being war-mongering. I think that's the idea, draw attention to the shield rather than the rest of the body which while armoured is still quite vulnerable. Then there's the whole point of Captain America being very visible on the battlefield, to inspire troops and attract fire to him away from them. On a greater level that was really the point of The Invaders, the super hero team that he was a member. The shield would be visible from a distance, and once the Cap' builds up a reputation, it will an inspire an "ahhh....shit" from the Nazi's and a morale boost for any Allies.
