Limiting the number of saves is silly. What they should have done is disallowed New Game + (so you can't take over all your equipment from previous games and have to start over) and, most importantly, have each save station demand a price to be used.
Not just credits (the game's currency), either. A save station might demand your medipacks, or a bunch of your ammo. It might ask you for upgrade nodes, or even your one of your precious, precious weapons. If you can't afford the price or decline to pay it, the station locks up and you get to wait 'till you stumble across a new one.
That would really make saving a tactical decision. Hell, activating a save point might become more tense than encountering enemies. Imagine waiting those few seconds as it boots up, your health blinking dangerously red, the knowledge that it has been an hour since your last save sitting heavily on your mind, before it tells you what it demands for its services. It could have you on the edge of your seat, praying to a god you don't believe in.
